Legislation changes in the Middle East have allowed governments to look more closely at PPP structures as a way of developing critical and non-critical infrastructure into the future. With depressed oil prices expected to remain in place for the medium term, governments around the region are looking at PPP’s as a way of ensuring that progress and development remains on the cards. All governments have reaffirmed their commitments towards ensuring the relevant infrastructure is on track for development. Progress continues despite changes in the macro situation. It is also clear that new models of development need to be looked at to ensure this second phase of PPP in the region develops as planned.

This marcusevans event “PPP For the Developing World” will bring together accomplished speakers to analyse the pressing issues affecting PPP framework development in the region. Case studies covering the entire spectrum of the PPP frameworks will be looked at in the region along with burning issues such as the development of relevant legislations, concessionary requirements and financing requirements. All issues will be viewed from the point of view of developing relevant models for the emerging markets.

The third day workshop will focus on equipping participants with a unique model for valuing PPP projects in the region, that of Value for Money. This model will be looked at from an emerging markets perspective. This is to ensure that participants understand which projects to value as a PPP and which to consider for commercial purposes. Furthermore, it will allow participants to run project analysis given lack of data, a common feature in countries in the Middle East and Africa.
